In addition to the -wincursor and other workarounds to make DLR3 run you might also need to turn video acceleration down or off. I recently revived a Win 98 boxen and had to turn the acceleration off to fix the missing sliders, invisible heroes and text overlays in the menu and other graphics glitches. This is with a GeForce 6200 with the latest Win98 driver (81.98)and DirectX9c installed although I had no issues with a previous Radeon 8500 until it died so ymmv. If you've tried numerous other tweaks and are still experiencing some graphics issues try this fix.
